This is a video widget that Arizona State Univeristy uses to broadcast their softball games. They use a video streaming service (LiveStream.com) to do this. The widget is a flash player that is embedded onto the web page. As a web site owner you do not have to be concerned about storage or bandwidth, because the video is just being viewed through your web site (same as YouTube).
And of course if you had the need to broadcast a game, event, meeting, training, etc. you could use services such as LiveStream.com to do just that. Some services are free, while others have costs involved.
